    Paul Kennedy, Chief Executive

    Paul was appointed CEO of CEL in February 2008. Despite the global turmoil in the financial markets, he led a management buyout of the company with Mo Ramzan in October of the same year.

    Following a career in the Civil Service, which focused on the Government's market testing programme, Paul joined a division of Hays plc in 1997. Having successfully grown their Public Sector Division over a seven year period, he left to join A4e - a privately owned international training business and the leading ‘welfare to work' provider in the UK. Under his leadership, his teams focused successful new market entry and turnaround of existing Divisions within the Group. Immediately prior to joining CEL, he was Managing Director of Redstone Converged Solutions, part of Redstone Plc, the AIM listed IT Service and Communications Company. Paul is also a qualified Chartered Director.


    Mohammed Ramzan, Finance and Commercial Director

    Mo joined the Group as Finance and Commercial Director in August 2008.

    He brings a wealth of knowledge to the Group with over 20 year’s financial and commercial experience. His early career was in private practice where he qualified as an accountant. He left private practice to pursue a career in industry and has held senior positions at EDS working on their £200m flagship accounts with the Inland Revenue and with Hays IMS, which was a £65m subsidiary of Hays Plc

    Mo has also held the position of Group Finance Director at the Xpert Group where he was part of an MBO management team which successfully sold the business to Redstone Plc in 2005, where he then took up the position of Finance Director for Redstone's ICT business and Managed Solutions business before leaving to join CEL in August 2008

    Mo holds an MBA and is also a qualified Chartered Director.

  • Simon Read, Sales and Marketing Director

    Simon Read, Managing Director, CEL Transact

    Simon joined CEL in November 2008 having spent much of his career delivering technology based service solutions to UK Public Sector and blue chip organisations across Europe.

    As UK Public Sector Business Manager at Iron Mountain he secured and developed major service contracts with central government departments, delivering multi-million pound revenues. Subsequently, as European Corporate Business Manager, Simon was responsible for taking a new software based service to market, resulting in contracted service delivery to IBM across 14 European countries. Simon later joined Supporta Professional Services as Sales and Marketing Director, where he introduced a more cohesive, strategic and long-term approach to the sales function across a diverse group of companies.




  • Steve Malone, Director, CEL Transform and CEL Procurement

    Steve joined CEL in August 2008 having worked for a number of major UK and European organisations and gained in excess of 15 years experience of Public Sector Clients.   After ten years in the Pharmaceuticals sector Steve moved to a division of Hays Plc as Contracts Director developing key public sector business and completing an operational turn-around programme in a number of  sites.  From this Steve joined A4e as Divisional Director with the remit to recover and grow the skills training business.  Prior to joining CEL Steve was Head of Commercial within 3M leading on a number of high profile public sector contracts both within the UK and globally.

    For a number of years now Steve has been focussed on working around the social inclusion of key groups including the elderly and excluded young people and continues with an academic background in social housing.  Steve continues to be an influential member of a number of key Government bodies and was recently invited to provide oral evidence for the Decent Homes Select Committee.

    Steve currently sits on the Board of Digital Outreach a not for profit organisation providing outreach support for vulnerable people during the digital switchover and also sits on the management team for the Foundations Independent Living Trust – a charity providing emergency housing intervention to vulnerable people.



  • Jon Trigg, Managing Director, CEL Public Services 

    Jon was appointed in June 2010 having spent the last six years leading the strategic growth and diversification of one of the UK’s leading private sector providers of government services, A4e Ltd. His experience covers a wide range of sectors including Welfare to Work, Skills and Training, Health and Social Care, Economic and Social Regeneration, Local Government and Legal and Financial Services.

    After leaving university in Bristol he served in the Army, including stints overseas, before leaving to join Deutsche Bank in the City of London. While at Deutsche he specialised in Global Cash Management for Corporates, before heading large scale transformation programmes converting State-owned banks in Eastern Europe and the Middle East into private sector businesses. Key achievements included the conversion of an NGO-bank into a successful B2B institution, and the modernisation of Egypt’s leading retail bank. Jon then returned to public service in Local Government in Essex as an Executive Director responsible for performance management across the Council’s services. The highlights of his tenure included the successful achievement of an ‘Excellent’ grading of the Council by its first ever Audit Commission Comprehensive Performance Assessment, and the Authority’s first ever large scale outsourcing agreement.
