CEL Public Services delivers to the UK public sector, to central and local government, and related organisations. Our mission is to work collaboratively with our customers to design, implement and successfully deliver a range of services for the public sector of the future. We bring a wealth of experience to bear in our current markets in local government, social housing, support for older people and Independent Living, innovative delivery models with the voluntary/community sector, and in skills, training and work-based learning; where we work throughout the service lifecycle from frontline direct delivery with clients, back through contract management, monitoring, performance management and finally to outcome reporting.  

Through the ‘Foundations' brand, CEL Public Services is contracted to the Department for Communities and Local Government (and predecessor departments) as the national body for Home Improvement Agencies (HIAs), which support 250,000 vulnerable people every year to live independently in their own homes. Foundations has been successful in leading on best practice for the 230 Home Improvement Agencies in England and working with service providers and commissioners to increase the number of people who can access these services. CEL has delivered the Foundations service since 2000.  

CEL Public Services also leads on CEL Group's relationship with Digital Outreach Limited (DOL), a joint venture with Age UK and Community Service Volunteers (CSV). DOL is playing a leading role in the Digital Switchover Scheme - the project that is seeing the UK switch from analogue to digital television. This partnership is proving to be unprecedented - in terms of its ability to mobilise a mass of voluntary providers (over 10,000 so far) to deliver a major change project on a national scale to tens of thousands of the most vulnerable, and in achieving this through a true partnership between the public-private and voluntary/community sectors working together to deliver an innovative service proposition.

Through its ‘CEL Training' business, CEL Public Services is an accredited vocational training organisation, employing an experienced team of Trainers and Assessors to focus on helping employers (both SME's and large businesses) and employees to improve their skills to help increase productivity and reduce costs, increase compliance and competitiveness, and move clients up the skills ladder. CEL Training currently delivers NVQ Level 2 and 3 in Health & Social Care, NVQ Level 2 in Business Improvement Techniques, and an Apprenticeship in Customer Services, with our programmes being easy to integrate with the minimum level of disruption for employers and employees and training delivered on-site. CEL Training works with over 1,000 employers and has delivered to more than 2,500 Learners.
